Regional Integration Support – Monitoring Regional Integration – All ACP countries |
Project Purpose: |

Developing a coordinated system of regional integration indicators to have a verifiable basis and benchmarks against which it is possible to measure and adjust efforts made towards sustainable development at national and regional levels, inasmuch as this relates to regional integration. |

Scope of Works: |

Phase 1 – baseline analysis (indicatively 3 months)
A baseline analysis to take into account what is already in place and what is foreseen in each regional organisation to monitor regional integration policies.
Phase 2 – implementation (indicatively 21 months)
- Inventory of currently used indicators and identification of a set of common indicators allowing inter-regional comparisons
- Initial capacity development of Regional Organisations' staff in the use and application of the indicators. A series of workshops are foreseen in the six ACP regions to develop capacity to utilise the indicators that will allow for continuing analysis of the regional integration process, and to provide the necessary tools for further capacity building in ACP States and regions
- Drafting and publication of bilingual methodological guide on the definition and collection of indicators
- Creation and moderation of a project resource database on a bilingual website where stakeholders can access information on regional integration processes, including a toolkit for the utilization and application of the indicators for monitoring regional integration. It is foreseen that this database will provide, inter alia, comprehensive data and information on regional integration,
- integration policies and treaties, regional integration processes and initiatives, status of implementation of policies and treaties, comparative analysis, and updated information on regional integration organizations
- Facilitate/create/support expert networks across RIOs departments and other stakeholders involved in the set up of an integrated system of indicators; once established the networks should receive adequate backing in view of the continuation of their activities after the end of the current project
- Support the final integration of the system and tools into the RIOs own information systems
- Dissemination activities like seminars, workshops and conferences, and other as appropriate (for example, publication of reports with monitoring indicators, etc.)

Background and Experience:
|
 |
General professional experience:
- PhD degree in development studies, statistics, macroeconomics, regional integration studies (or equivalent work experience);
- strong academic and research backup desirable.
- Fluency in English and French required.
Specific professional experience:
- Minimum 10 years (preferably 15+ years) experience in development cooperation projects/programmes, at least partially in ACP countries
- Track record in monitoring regional integration and development/compilation of indicators systems/methodologies highly desirable
- Experience in EC funded projects in the above fields as advisor to government, institutions and other organisations is required
- Good background of institutional development and capacity building
- Experience in drafting methodological guides in regional integration or similar fields highly desirable
- Knowledge of international law and related fields would be an asset
- Knowledge of the ACP Group would be an asset
